It will heat faster with the pump running... sort of. The issue is thermoclines. Water of a particualr temperature has a specific density. Cooler water is more dense than hot water, so hot water tends to rise and cold water tends to sink. This process creates what is called stratification. With the hot water on top, it creates the opportunity for much of that heat to radiate back into the air before it has the chance to transfer some of that heat into the colder temperature water below. If you want to heat the entire pool to a uniform temperature, turn the pump on. If you want the deep end to be colder than the shallow end, leave it off.

You can use both but the only advantage would be that you would still gain some heat and evaporation prevention from the liquid cover while the standard solar cover was off or while swimmers were present. When the standard cover is on you will gain very little benefit from having both.
