Some in shallow and some in deep.
Some anglerfish are pelagic (live in the open water), while others are benthic (bottom-dwelling). Some live in the deep sea (e.g.Ceratiidae) and others on the continental shelf (e.g. the frogfishes Antennariidae and the monkfish/goosefish Lophiidae).
manta rays belong to the family of rays like sting ray.,they swim at a speed of 25mph and they swim this speed only in the shallow waters but if they go a bit deeper then they swim at a lower speed, like 18mph

Manta rays are large, cartilaginous, salt water fish in the Elasmobranchii subclass which includes sharks and skates The manta ray is the largest of the rays. They can typically be found in and around coral reefs feeding on plankton and fish larvae. To learn more about manta rays, see the Related Links.

It depends how deep you go down for what equipment you use to swim.
sting rays adapt to their new environment they can go under the sand because it is not adapted to the new environment. in other ways stingrays just swim freely
They can venture down to a depth of 50 metres (164 feet)
The collective noun for rays is a "school." Rays are a type of cartilaginous fish that belong to the same family as sharks, known as elasmobranchs. When a group of rays swim together, they are referred to as a school, similar to how a group of fish is called a school.
