You have to shut the fuel supply gas / oil or electric or indirect and isolate the tank from the system using isolation valves and use the blow /drain down valve to lower the water level below the T&P and then unscrew it and replace it with a T&P with an AGA / ASME rating GREATER then the input in BTU's but in no case less then 3/4"

The pressure relief valve leaks because when you use the hot water it comes out of the hot water tank and is replaced with cold make-up water from your water supply. As it heats up it expands. Since the expansion tank is full due to the leaking membrane in the expansion tank, the expanded water goes out the expansion valve til the pressure is equalized. I put a small catch pan under it til I could replace the exp. tank. Be careful when you remove it(mine was simply screwed into a fitting in the water line) the tank as it will be heavy and awkward.
