There aren't many records of the "oldest balloon" but many people claim to have the oldest like people who have 22-year-old balloons but hardly any have been on the record. Conclusion: There isn't one recorded but I know many people claim to have the title, personally I have a balloon that is 8 years old that I got gifted in hospital.
