Towels absorb water because the threading on the towel is very porous. Water "likes" to "hug" porous surfaces. But when the porous surface is already occupied with water, no more can be absorbed. Your problem with the non absorbing towel can also come from a dirty towel with an ingredient absorbed into the fibers that repels water, like wax or oil. Try cleaning the towel with alcohol or any substance that can break down lipids.
