'to POUR with rain' means 'to rain very heavily
Rain which comes down "like a torrent." It simply means very heavy rain. Rain which is liable to cause flooding. Rainfall is measured in the amount that falls per hour. Any rain that falls that is greater than the average for any place by a significant amount is considered Torrential.

"under this condition" , "under these conditions" It means something happens IF the specified conditions are present, such as: "It is raining very heavily outside. Under these conditions (it's hard to see because of rain, the road is slick, etc) it can be dangerous to drive a car.

I would have to say water vapor. Since a desert is very dry with little rain which means no water vapor while a rain forest obviously gets lots of rain. It's also very hot and humid which means lots of water vapor.
