Any degreasing cleaner can be used moderatly on scum line ,Fantastic, 409 ecetera,you will be fighting two things calcium build up and suntan oils . So you will have to use dilluted pool acid 3parts water to 1 part acid , and treat the areas alternating between the two products ,Use gloves and scrub brush , (do not get into eyes,may cause irritation to sensitive skin .Please read caution labels on produts.) removal may be quick ,all depends on how severe the accumulation is.If you have calcium or silica scale a product called beutec will soften silica but may take a few doses to poolwater over a few months will help dissolve, but it takes time so don't rush it.

It doesn't work as well as a "Scum Ball" but it will collect some of the oil.
