It depends on the plant if it is heavy it will sink but not drown if it is light it will float

Yes, I believe it can float momentarily, however it will eventually drown. Take rivers/streams for instance: bugs fall in frequently and float, but eventually drown because they cannot get out. Not a fun experience for caterpillars or any other bug.
