They have shallow waters because when you have to do the final quest(trip to the summer den) you need to carry your pups across the river 2 times. (if you have Bison Creek Cutoff den.) If you don't need to cross the river on your trip to the redenzvous site, you specifically do NOT need to use it It was meant for the people who had chose that den (including me.)
