Do I put the bubble side down to hold the heat in?
Use a bubble type solar blanket or cover.
My research online suggests that the 'bubble wrap' technology is standard for solar pool covers since the bubbles form the trapped heat layer. Regular pool covers do come in other styles, including mesh, vinyl or plastic as well as manual or motorized.
Surely - it is just an addition to your existing system... could be gas, oil, solar or electric
You probably can not achieve higher temps in the pool by using your hot water heater. By the time it takes your water heater to recover your pool will have reverted to that lower temp. Not possible nor economic. A solar bubble blanket would work more efficiently possibly bringing the pool temp up 10 15 degrees. However, you may loose most or all of that during the evening hours. That too will depend on the underground temps. If you are attempting to heat an above ground pool temp loss thru the walls of the pool could be significant. A bubble cover is not designed to retain heat but - it will retard evaporation. Bubble covers transfer the suns rays to heat by heating the air in the bubbles. Ken
ya you can you have too just go and click on the diving board if you dont have that pool than you are out of luck.

All Solar Pool Covers are placed on your swimming pool with the bubble side down, or facing the water. This allows an air pocket to form under the cover to trap heat & provide the maximum insulation value the cover is designed for. -Charlie Goss President DPD Pools / PoolDeals.com
The pic associated with this answer has nothing to do with a Solar Cover or Solar Blanket. It looks as if these are solar panels for electricity. Solar blankets look like a stronger version of bubble wrap. Their primary purpose when they are laid on the water (bubble side down) is to keep whatever warmth the pool water has in it from escaping into the cooler air at night. They are usually a light blue or clear in color. Clear allows more sunlight into the pool to heat the water better.

Pool covers help to keep heat in the pool by acting as a barrier that prevents heat from escaping through evaporation. The cover traps the heat generated by the sun during the day and prevents it from dissipating into the air at night, helping to maintain the pool's temperature.
