IN water, the O is attracked to the 2 positive hydrogen ina an adjacent atom. Thus, each O with 2 - charge is neutralized by the 2 plus charges of the hydrogesn of antother atom. The net effect is a neutral charge accross the sea of atoms. I do not know why you think the cells in the body are polar. How?
