You will have to contact the police to see if it has been reported stolen.
With the AR-15 style rifles, the lower IS the receiver, which, by law, IS the firearm. The upper is "parts". Typically the lower is also the most expensive component. If you are concerned that you may have a stolen firearm, contact local law enforcement. Most will check a firearm to see if it is listed on the NCIC system as a stolen weapon, and if so, to contact the owner. If it IS stolen, it is not yours. If you had a gun stolen, YOU would like to have it returned- right?
You would start by asking a specific question. What do you want to know? When made, who has owned it, is it stolen, etc are some of the common questions we see here.
Your best bet is to call your local law enforcement and have them run the cereal number A FFL (gun shop etc) or a PRIVATE citizen can call the ATF to run a serial number to see if its a reported stolen firearm. See related links for a page on the ATF that covers all this.
Contact your local law enforcement agency.If the owner reported it stolen and could provide the serial number, most likely the gun was entered into the NCIC (National Crime Information Center) database. Any law enforcement officer should be able to query the database to see if the gun is entered. If the owner could not provide the serial number, or it was filed off, chances are it will be much harder to trace.************Please note- US law makes it a serious crime to possessany firearm which had had a serial number removed or defaced.

You may be able to. You may have to file for a lost title before this can be done. The motorcycle will be checked to see if it is stolen.
