Yes, but it's a bit more complicated in California. The lower receiver must not be on a list of banned receivers published by the California Department of Justice, and your available options depend on what way you want to go. If you want a detachable magazine rifle, it must be "featureless" - no pistol grip, no flash suppressor (but a permanently pinned and welded muzzle brake is okay), no collapsible buttstock, no forward grip (to include the Magpul AFG). If you want those features, then you must have a "bullet button" which requires you to depress the magazine release with a bullet or some other pointed object... this technically makes it a fixed magazine rifle according to California law.
