Maybe. According to US federal law, the most likely barriers are

  • if the theft was a federal crime punishable by imprisonment of over ONE year OR a state crime punishable by imprisonment of over TWO years, or
  • if the theft was committed by violence or under threat of violence (e.g. armed robbery)
If you're under certain types of restraining orders, then that would also make you ineligible.
