Yes, but one must buy a $200.00 a year federal license. But some states are working on that. In other words, if a firearm made in a state, and doesn't leave that state, federal rules don't apply as per the 10th amendment. But that's one for the lawyers. So for right now, buy the federal license if you want to own a REAL assault rifle.
