There isn't a short term effect to Aspergers as it is something the individual is born and lives with. The symptoms/signs of AS can only be lessen or "covered" up. This is often accomplished by forms of therapy (usu. Speech therapy) and copying the behaviors of others deemed appropriate or through teaching from the parents, friends, ect.
At 21, you should have a fully unrestricted licence (unless you're subject to some restriction not listed in the question), and could drive at any time you wished. If you're on a restricted licence at 21. chances are, it's something like a provisional licence so that you can still get to work while on a suspended licence, or something to that effect, rather than the graduated licence system (which ends at age 18). In that instance, the conditions would have been dictated to you by the DMV when the provisional licence was granted.
