This is an extremely broad question. If the question is "how does one legally obtain a firearm?", the answer will vary wildly based on your country/state/county. As there are so many possible answers, you MUST check with your local authorities.

I can only speak for North Carolina. To obtain a rifle or shotgun, you must be 18 years of age. Other than paying for it, that's the only requirement.

For a handgun, you must be 18 years of age and obtain a permit for purchase from the local sherriff's office. This entails filling out a application and paying a fee; the Sherriff's office will then perform a background check on you, including criminal background & character background. If these all chekc out, you will receive a notice from the Sherriff in about 2-3 weeks to pick up your permit (limited to four a year). The permit is then turned in to the dealer.

It is not necessary to have a permit to buy a gun from an individual; however doing so takes on all the liablities that may come with that weapon's past. When purchasing any firearm in this way, it is always prudent to get the serial number first and ask your local law enforcement to run a check on it, and to thoroughly document the purchase.
