The first thing I do is smell the receiver and barrel. Powder has a very distinct smell. Also look down the barrel if it is clean and oiled properly it will look like glass. With no little bumps or dirt along the sides of the barrle. Those little bumps are gun powder or damage to the gun form being abused at some point. As for the receiver wipe it with a white cleaning cloth if it comes out dirty it needs to be cleaned. If it has a little oil on it you are holding a clean gun.
Ask the police to check it.
