The M1 is no longer issued by the US Military as a combat weapon. It may be in limited use for ceremonial, drill and instructional purposes. The way to get one in the civilian market is to buy one from a gun shop or a private seller same as any other firearm, Garand rifles are rather plentiful in the US, and can be acquired fairly easily.

One additional way to get an M1 in the US is to buy from the Civilian Marksmanship Program. By law, the CMP can sell surplus military firearms, ammunition, parts and other items only to members of CMP affiliated clubs who are also U.S. citizens, over 18 years of age and who are legally eligible to purchase a firearm.
