Your Belnap B964 was made for them by the Savage Firearms Company.This is a Savage model 87J.It is loaded by first unscrew the tube under the barrel a half turn,then withdraw the tube and load your 22LR.ammo down the tube with the bullet end of the cartridge pointing upward.I do not know how many rounds the tube held but I would start with 8rds,and see if the tube can be inserted and turned.After that just pull back the bolt and release the bolt forward.this will chamber a round into the chamber.I hope that you find this helpful.
