Theres actually two kinds of spearguns, I have 1 of each, both are very powerful. The pneumatic speargun uses compressed air and then releases it to fire the shaft, while the ''original'' or band speargun uses the tension of bands to fire it. A rail speargun is actually any kind of speargun with a rail equipped on it, so you don't have to go lying around everywhere with the rope floating. My Pneumatic one (cressi sl) has a rope holding mechanism, that releases the rope each time I shoot, its very usefull and somehow similar to the rail.
