The TASER works not by causing pain (although it is definitely not a pleasant experience!) but by temporarily interfering with the ability of your body to control certain muscles. Simply creating a high voltage current does not do that. In short, you need a rather sophisticated electrical control system and a source of electrical power to make a TASER.
