The TASER is not just an electrical shock device- it produces an electrical current at a specific voltage and amperage- AND is an alternating current with a specific frequency. The TASER works not by causing pain (although it is definitely not a pleasant experience!) but by temporarily interfering with the ability of your body to control certain muscles. Simply creating a high voltage current does not do that. In short, you need a rather sophisticated electrical control system and a source of electrical power to make a TASER.

Just buy one...TASER is a brand name so you don't want to infringe on that!
