The magazine tube holds 15 rounds.
I would look at numrich gun parts corp. They can be found on the net.
There is a magazine tube under the barrel. Turn the end of it and the spring assembly will come out. Load the magazine, put the spring assembly back in and your ready to fire. To fire you take off the safety pull back the knob on the chamber slide to cock the rifle and pull the trigger.
Leave this to a gunsmith

By 'buffer spring' I assume you mean the recoil spring that drives the bolt forward. Remove the inner magazine tube. Using a nylon punch, drive out the crosspin that retains the trigger guard and move the rear of the triggerguard downward and rearward to remove the assembly. With the gun upside down, pull the bolt rearward enough to tip it up at the front which will release the operating handle. Remove the bolt upward, and you will have also removed the old recoil spring. Reassemble in reverse order.
290
Take it to a competent gunsmith.
290% = 2.9 in decimal form. Percent means 'per 100'. So, 290% means 290 per 100 or simply 290/100. If you divide 290 by 100, you'll get 2.9 (a decimal number). Read more below on this webpage. As you can see, to convert from percent to decimal just divide the percent value (290) by 100, and remove the "%" sign.
I am going to assume you mean the locking pin is too long for the magazine to seat and lock properly. In this case worst case scenario, you can file a little off the pin to fit just make sure you get all the burrs off the edges or it may get stuck. Don't try and drive out the pin to do this as it may cause the pin to be permanently loose. I hope this helps you.
2% of 290 = 2% * 290 = 0.02 * 290 = 5.8
