BB Gun manufactures do not publish distance for their airguns they only publish Feet Per Second (FPS) because altitude and BB or Pellet weight have an effect on each shot. It would be safe to say 100 yards.
No in fact .3 Joules = 181 FPS. In a BB gun that is about as slow as you can get. But in an Airsoft gun that is average.
It deepens on what gun. If its a cheep gun it fires not that fast or far,not that smooth, and not that accurate. if its a 100 dollar gun it would shoot fast, far, and very smooth. J@ME§@§OUR@§
If you mean an M16 rifle, it can fire several miles. If can fire accurately to about 500 meters.

You can fire a gun anywhere, however, it may or may not be legal depending you where you are and what the local gun laws are AND it may or not be safe, depending where you are. Check your local gun laws and be sure you can safely fire the gun without damaging any property or other people.
