A .22 rifle shot in a human may either kill or may not because a lot many factors are dependent on the killing. Like the place where the bullet will hit, the distance shot from, the muzzle velocity and many other factors. If the bullet hits the brain n damages the brain cell then the person may die instantly. The bullet also leaves the contaminated substances in the blood which may cause gangrene due to which a person may die. If the bullet cuts a major artery then even a person may die instantly. Apart from that the bullet forms a kinetic energy and pierces the body with high muzzle velocity which may cause "hydrostatic shock". The body is composed largely of water and as such may be viewed as a hydraulic system. Liquid being non compressible, the shock caused by the high-velocity entry of a large projectile is transmitted throughout the body, causing widespread organ damage and disruption of nervous functions. Even a wound to an arm or leg can be fatal in some instances. Death also occurs due to loss of blood.

NO! The .22 mag case is larger in diameter than the .22 long rifle case thus the chamber of a .22 mag gun is too large for a .22 long rifle bullet. If the bullet does fire, the case will split with unpleasant and innaccurate results.
