Well the mini 14 comes in stainless steel. That is made by Ruger. There is also a Ruger 22 cal. stainless steel rifle.
Not sure but I have a 181 model that was produced in 1979 and it is of the stainless flavor....

For Date of Manufacture, go to the Ruger website. Under Customer service, select historical data, then rifle, then your model- and the years of production by serial number are listed. Value will be based on condition- about $400-500.

The original, factory Ruger Mini 14 folding stock used wood. The folder itself was steel, and was an 'underfolder' design, similar to the type used by the AKS-47, AKMS, etc.
