For an average civilian, non-FFL holder, the answer is simple - you can't get one. The Glock 18 came out well after the Gun Control Act of 1968, meaning any Glock 18 imported can't be sold to civilians, and also after the Firearm Owners Protection Act of 1986, meaning that none were made 922r compliant and converted within the US prior to the passage of that act.

If you have an FFL, have the necessary SOT tax stamps, and can get a sample letter from your local law enforcement agency, you'd be looking anywhere from $2000 - $3000.
