I am a little confused by your question. Do you mean Webley air rifle. I know that Wembly makes scopes but I am unaware that they make air rifles.
If you mean Webley then I need to know the condition and the model of the rifle to give an estimate of value.
It all depends on who made the air rifle and the power plant that the rifle uses.
Generally, no. The size is the same, but the mass of the projectile is not. And a .22 rifle bullet is propelled by gunpowder, with a much higher muzzle velocity than an air-powered pellet.

No they won't fit. If you force it, it will ruin the rifle.
.22 Cal. rifles have very little, if any, recoil and are not much louder than an adults CO2 powered air rifle. If the 10 year old has never shot a rifle or any other firearm before a .22 cal. is the best place to start.
