Firstly, value depends on a number of things; a) General condition of the revolver, b) Where you are in the world, local rarity can increase values as can local gun control laws (conversely decrease the value) In Australia, Webley Mk VI average from 450 AUD for an average condition through to 1200AUD for an excellent example. Bear in mind that a .455 Webley is strictly regulated in Australia and is limited to collectors and others who can obtain a restricted hand gun license in Australia, an average sports shooter cannot. Thus values can fluctuate, average cost would be around 500 AUD.
Sorry- not really good news- There were many guns made right around 1900 that attempted to capitalize of the names of well known high quality guns- such as the Barker shotguns sold by Sears (imitating Parker shotguns) Webley- later Webley & Scot, was a well known firm. The only references I have found to Charles Webley guns were low cost guns with Twist Steel barrels. Those are of suspect safety after nearly 100 years, and being exposed to the corrosive effects of black powder shells- please do not fire anything in them until inspected by a competent gunsmith.
Are you asking about a Webley & Scott Junior Air Gun? If so then, if you can find one of the New model Junior's, made between 1945-1973 In excellent condition, it will cost around $350. The price drops from there depending on the condition of the pistol. If it is the earlier model the price changes completely. You need to give more information if you want an estimate of value.
