Your winchester model 70 which was made in 1966,was made at winchester main gun factory in New Haven,Conn.
You will have to call the factory to find out.
According to production records that I was able to remove from the Winchester factory at the time of its closing, there were 3,219 Winchester model 71 carbines produced between 1935 and 1948.
Winchester did a lot of custom work for customers they considered "special", but unless you've got some sort of paperwork from Winchester, you're going to have a hard time proving it was done at the factory. As engraving is done by hand, and one piece at a time, even if the pattern matches, if you or Winchester doesn't have some sort of documentation, the work will be in question.
No. Always blued from the factory.
Highly unlikely.
Best left to a factory trained gunsmith
