As far as I know, the only state that has any regulations prohibiting hollow point ammo is New Jersey, but you should check the state statutes to be sure.
In the U.S. there is nothing specific needed in most states, but you have to 18 to purchase shotgun and rifle ammo, and 21 to purchase handgun ammo, so you might be asked for ID. Illinois, and I think a couple of other states, require residents to have an ID card to purchase ammo.

You cannot but you can purchase the ammo from a retailer and have it shipped. Unless you are unfortunate and live in a state where it is regulated.
