By legal definition in the USA, no it is not.

The ATF does not consider air rifles firearms, but you must check with your municipality/county for clarification. For example, my municipality (medium sized midwest city) considers any kind of device capable of firing a projectile a firearm. That would include air rifles and even airsoft guns. I know for a fact that local P.D. has issued summons' for people shooting airsoft guns in the city.

Third response- under US FEDERAL law, no. However, some states DO regulate them as if they were firearms. Some nations regulate higher powered air guns as firearms. It will depend on the law where YOU live.
