No one answer. The Tanod (watchman) performs policing functions in the village. The answer would depend on the individual Tanod- skills, training, need, and the laws that govern that Barangay.
No. All firearms should be registered or licensed to a responsible holder to avoid accident or illegal discharge.
The same reason people shouldn't be allowed to breath.
In the United Kingdom, certain police officers are qualified to carry firearms.
nostun guns and pepper spray are legal i think but no firearms are allowed
No, Oregon has no law requiring one to register their firearms in any way. The purchase of firearms requires a background check that takes 10 min. Other than that, the only registration/license you need is a concealed carry permit if you choose to carry a concealed weapon. You are allowed to open carry in this state as well.
NO! They are not allowed to be brought on commercial flights by civilians. An Air Marshal is probably allowed to bring them on because they are alsoauthorized to carry regular firearms on flights.

brgy.social worker must carry the responsibility of advocating change and development to their folks in the barangay using vernacular
A Barangay Tanod is a local volunteer who has been deputised and received some training to be a Tanod. They carry out basic security functions under the auspice of the Barangay Captain for their barangay. This is likely to include basic police functions from arrests, traffic control, keeping the police although the post is quite flexible dependent on the context of the barangay in which they work. From what research I have recently done they do not tend to carry firearms but sometimes they do, on occasion without a license and therefore are unlikely to have training in it. More often they will be armed with a baton, often made of rattan. For more information on this you might like to read this article: http://www.sunstar.com.ph/static/ceb/2008/06/18/oped/bobby.nalzaro.saksi.html (FYI a barangay is the basic or smallest socio-political area of governance in the PHP.)
No
No. Cannot carry, touch, shoot, or have access to firearms.
Your question is asking an opinion. My opinion? In areas where law abiding persons are permitted to carry firearms, crime has decreased significantly. There has not been a rash of crimes committed by everyday people that suddenly have a concealed carry license. A criminal will carry a weapon, whether it is legal or not. Why not let honest people have the means to defend themselves?
