You have a Grade I Browning takedown semiauto .22 rifle made in Japan in 1986. Browning offers a scope mount for that rifle, their item #12333. Aftermarket mounts are available from Leupold, Burris, etc.

If the rifle is in good shape it is worth $450 to $500 You do not give enough info to price out the scope as there are many different Leupold models.
Rifle scopes require lots of specialized equipment, and so are made on an industrial scale to justify the investment. There is a great variety to choose from. However, Leupold does have a custom shop, which can add certain features to a scope that a production model might not have, or produce a model of scope no longer on the market.
