You're probably thinking of one of two weapons systems. The first is a curved barrel attachment which was fitted to the German StG43/MP44 during WWII. Its success is questionable at best.
The second is the Corner Shot, manufactured in Israel. It is an apparatus into which a firearm is fitted (usually a pistol, but they do manufacture models which accommodate rifles).
During WW II there were a few weapons made to do that- with VERY limited success. You are probably speaking of the CornerShot that was recently developed in Israel.
The only Nerf gun which shoots under 5 feet when it is not modified or broken is the Jaru Tech Shot, which is a fake Nerf gun that only shoots around 4 feet.
Depends on how fast the gun that shoots 700 feet gets it projectile to 700 feet.
