The word "Best" is extremely subjective. The answer depends on the intended use for the weapon. Even within the following general classes of firearms there are specialized subtypes suited for a particular task and useless for another.

Pistol (Sidearm): Emergency use and close-quarters suppression. Best used while concealed or against lesser-armed targets as intimidation.

Bolt-action rifle: Medium range sharpshooter. Add a scope for long range sniping. Best used from concealed positions due to slow repeat rate.

Sub-machine gun: Short-medium range anti-personnel weapon. Easier to conceal and carry than rifles. "Rock & Roll mode" allows these weapons to be effective from moving positions or against moving targets. Also effective against lightly armored or unarmored vehicles.

S.M.G Pistol: Short range interdiction weapon. The lack of any kind of stabilizing butt, or stock on these weapons makes it almost impossible to hit anything. Fire-rates in excess of 30 rounds per second mean constant reloading or a light trigger-finger is needed!

Single-shot sniping rifle: Long range / very long range anti-personnel weapon. Best used from concealed positions.

Shotgun: Close quarters stopping weapon. Also effective against vehicles when solid munitions are used.

Automatic rifle: Short-medium range anti-personnel weapon. Can be fired effectively whilst running and / or against moving targets including vehicles and aircraft.

Light machine gun: Short-medium range weapon in rifle caliber with high rate of fire and large ammo capacity. Devastating against close formations of personnel, very effective against vehicles and aircraft.

Heavy machine gun: Vehicle-mounted large caliber (.50, 14.5mm, etc.), typically belt-fed crew-served weapon. Effective against personnel behind cover and lightly armored vehicles and aircraft.

Automatic cannon: Single barreled heavy gauge suppression / interdiction weapon. Effective against aircraft when entrenched. Standard equipment aboard most modern warplanes.

Rotary canon: Multiple barreled heavy gauge suppression / interdiction weapon. Effective against all "soft" targets (anything that isn't a building) when entrenched or mounted on a vehicle or aircraft. Especially effective against ground vehicles (including tanks), ships, aircraft and powered projectile weapons (missiles). Can be operated by remote, can also be fully automated (usually when equipped on-board ships)

Single-shot unmounted cannon: High velocity, extremely long range anti-tank weapon. Fires a solid slug (often made from bronze). Also effective against hardened buildings.
