Most new reliable production models are reliable. There are, in fact, production models sold every day in gun stores for $200 - $300 that are not reliable. About once a week or so someone brings a brand new gun into the training facility where I work and after just a few shots, the slide or some other major component of the gun actually breaks. Not long ago, someone brought in a brand new, never fired handgun they bought for $250, and after 14 shots, the slide cracked and fell off the gun onto the floor. It was in fact, a brand new production model, but that is not in any way what I would call reliable. Glocks, Sigs, HK, most Smith and Wessons, and many other models are reliable. Most cheap guns are not reliable.

To answer the question I think you're asking: you can buy some cheap 9mm handguns for $150-300, but to get anything actually reliable, you'll probably have to spend $400 or more. That said though, people have different definitions of the word "reliable."
