They are both amazingly reliable pistols. I would be hard pressed to say which one is more reliable, or accurate. Best thing I can tell you is that if it feels better in your hand buy it. There is very little difference in the two pistols. If a manual safety mechanism is important to you go with the H&K. I have a Glock 22 and have had it for years, over 100k round through it now and not one single malfunction, and I love it as I have smaller hands. The H&K is a bit large in the grip for me.

Diesel generators are generally more reliable than gas powered ones. Diesel fuel is a bit more cotly than gasoline but oes further.
The Bersa will cost less. Both are reliable. The Tarus will have more resale value, all else being equal.
LEDS are more reliable than lasers because they operate at lower frequencies therefore do ot suffer any catastrophic degradation or even gradual degration prevalant in laser
