There are several that hold that distinction. All of them fall into the PCP (PreCharge Pneumatic) Class of airguns. These are airguns and rifles that require a special air-compressor, pump or Scuba tank to charge them to 3000 PSI. This is far beyond a normal air rifle's charge. The are capable of firing not only a .177, .20 or .22 Caliber pellet but can be made to fire 9MM, 45 Cal or 50 Cal pellet. Any of these will bring down a deer or large game. PCP air rifles are also Olympic class target rifles that are extremely accurate and cost upwards of $2.500.
Names like Feinwerkbau, ShinSung, AirForce and other are makers of fine match PCP air rifles.

Are you asking how do you swap and air tank on an air rifle, or swap for and air rifle? In most air rifles you put it on safe and swap out the tank by unscrewing it and replacing it.

If you are asking "WHAT" not "Where" is the most powerful under lever .177 air rifle. Then I suggest the "Hatsan Torpedo 150 air rifle." I comes in at around 1250 FPS where as most of the other under levers fire at around 950 to 1000 FPS. However Under levers are not the most powerful air rifles. The PCP (PreCharged Pneumatic) Class of air rifles are the most powerful air rifles. An "Air Force Condor and the Evanix Rainstorm" fires a .177 cal pellet at 1300 FPS.
It all depends on the location and country where you live. In the USA most states require that you be 18 to purchase an air rifle. However possession is up to your parents.
