The water seals have been called packings occasionally. They surround the pistons and push the water through the pump. There are also oil seals which may be included as "packings", but are less often in need of replacement. Packings are an uncommon term and so may actually be including other o-rings and washers in a kit. Typically, the washer manufacturer lists each individual item, ie... water seals, oil seals, o-ring kit, and other hard parts separately...making it very expensive to repair a pump if a person is not certain as to their needs. I have never seen a complete repair kit....even one that only includes the most common "wear parts". The packings, or water seals are not often the cause of a complete lack of pressure, especially if there is no water leakage or excessive oil discoloration/overflow of crankcase.

What causes a pressure washer to lose pressure?

It depends on how old the pressure washer is. If you have been using it for some time its most likely usage that would cause it to loose pressure. When that happens you can check Valve Kit, Unloader and Packing kit on the pump. That is most likely where your problem. As far as the packing kit, a couple of different things could be causing, for example, if you have the machine on and you don't have the trigger on the gun pressed, the water won't circulate which will damage the packing, or again, usage. As for unloader and valve kits its most likely usage.
