In most places, no.
You have to work up the most accurate load for your particular rifle. Each rifle will respond differently to changes in bullets, powder charge, seating depth, etc. What is an accurate load in one rifle may shoot poorly in another and vice versa.

A first step is learning to hold a rifle properly. The most accurate position is usually prone, and less accurate positions are sitting, kneeling, and standing (unsupported). The stock of the rifle should be firmly pulled into the shoulder. Next, learn how to properly align the front and rear sights with the target. This is known as a "sight picture". The next step is breath control- not holding your breath, but breathing evenly. The final step is to squeeze- not jerk- the trigger.
