No. Colt Firearms is American. There is a company called Colt Canada - this was formerly known as Diemaco before it was bought out by Colt, and they manufactured the M16 rifle under license both prior to and after being bought by Colt.

Yes, the M16 assault rifle is older than the Colt Commando. The Commando was created in response to the armed forces wishing for a more compact version of the AR-15 pattern rifle for use by personnel not on the front lines. The M16 entered service in 1963 while development of the Commando did not start until 1965. It was dubbed the CAR-15 to establish the AR-15 as a Colt brand.

An M16 is an Assault Rifle used by the military. I somehow doubt that a 10 year old would fit inside of one.
