Are you looking for a simple rebluing, or are you looking to get something like Duracoat or Cerakote? Any comptent gunsmith can put new bluing on a gun. If you're looking for Duracoat or Cerakote, there's only two places I would recommend, and neither of them is in Pittsburgh - for Duracoat, I'd recommend 7.62 Precision/High Ready Tactical (see related link), or if you wanted Cerakote, Amelon Firearms is the only place I'd recommend (see related link).
I would strongly advise you NOT to trust just anyone when it comes to a Duracoat job. Many shops which offer it can offer very nifty looking finishes, but can often end up allowing the paint to go into places it's not supposed to go, which hinders the function of the firearm.
I would try Pittsburgh paint, the best around. Period.

Door frames are a good area for gloss paints. That's an area that can get dirty fairly easy and gloss paint cleans up well.

Clean up the corroded area then paint it with a rust converter, doing this will protect te paint that you use on it there are a loot of good paints available for this and you would be best of seeking advice at your paint outlet in your area.
A good Latex paint, or satin finish paint will offer a smooth, and easy to clean surface...granted the surface is within a living area of your home. A basement area needs to be waterproofed before hand.
Any good craft store in your area should have Gallery Glass paint as well as one or two other brands. If they do not, ask if they will special order them in for you.

There is really no average. It depends on how much prep work has to be done and how good of a paint job you want. It can run from $800 to as much as $5,000.

Well for a good one 600-800 if you go to macco you can get one for 200-300 but you will not be happy! Custom 1500-anything. If you don;t need any auto body work done and you are looking for a decent paint job that will last several years, MAACO does good work. Pay a little more for two stage and you will get a nice job done.
That would not be a good idea. Just air the area you are painting out by opening the windows.
