They're not difficult to find. Look around at local gun shops, and see which ones have them in stock. If none do, then take a look at the Gun Broker, Auction Arms, and Guns America websites to see if any are up for auction.

The Universal company did make a civilian version of the M1 Carbine. Not all of the Universals use the same parts as the military issue M1 carbine. Please note this is caliber .30 Carbine, and not the 30-06 caliber of the M1 Garand rifle.

A carbine is generally a rifle with a shorter barrel to make it easy to carry or to use indoors or from inside vehicles. (Example: M16 rifle; M4 carbine. Same basic weapon except one barrel is several inches shorter. Sometimes a "carbine" will also mean a weapon that looks like a rifle but shoots pistol-caliber ammunition or other weaker ammo. Example: M1 Garand .30 rifle; M1 .30 carbine (the carbine is several inches shorter, a few pounds lighter, and fires a much smaller weaker round, intended for close-range use only).
They're both very reliable weapons, but the Garand was a frontline battle rifle, and is more hefty, and robust.
I'm sure there are hundreds of different opinions on the effectiveness of the M1 carbine. My father was in 4 campaigns of the European theatre and he would not carry the M1A1 carbine issued to him because of the lack of stopping power. He either used the M1 rifle or Thompson SMG. Mostly the Thompson.
