If you reside in a very cold climate, the best suggestion would be to just turn in down in temperature during the day and open the windows to let as much sunshine in as possible. Turning it off completely will cause it to run even longer when you get home - also face the risk of pipes freezing if turned down too low.
You have to turn the heater on, by running to the right on it.
To turn on the water heater pilot, locate the pilot light button or knob on the water heater. Turn the knob to the "pilot" setting and hold it down. While holding the knob down, use a long lighter to ignite the pilot light. Once the pilot light is lit, continue holding the knob down for about a minute before releasing it. This should successfully turn on the water heater pilot.
To turn on a gas water heater, locate the pilot light and turn the knob to the "pilot" setting. Press and hold the knob down while using a long lighter to ignite the pilot light. Once lit, continue holding the knob down for about 30 seconds before releasing it. Then, turn the knob to the "on" position to start the water heater.
Turn the wick down as far as it will go. The Flame Spreader will drop down on top of the wick guide, smothering the flame.
There has to be a way to turn down the temperature somewhere on your water heater. There is either a dial on a manual control or up and down arrows on an eletronic one.

To turn off a perfection kerosene heater, you can typically extinguish the flame by turning the control knob or dial to the off position. Make sure to follow the manufacturer's instructions in the user manual for the specific model you have to safely turn off the heater.

While holding the knob down, use a long lighter to ignite the pilot light. Once the pilot light is lit, continue holding the knob down for about 30 seconds before releasing it. If the pilot light stays lit, turn the gas control knob to the "on" position to start the water heater.
You will need to know the current water temperature in your tank by using a thermometer, so you know if you need to increase or decrease the water temperature for your fish. Take your heater, place it in the tank according to the instructions, DO NOT plug the heater in for at least 20 minutes. After plugging the heater in, slowly turn the thermostat up until the heater light comes on and turn it back until the light goes out, if the light is on when you plug the heater in, slowly turn the thermostat down until you find the point where the light goes out. You have now just adjusted your heater thermostat to the current water temperature, turn it up or down as needed, but only by a small bit and allow 24 hours for the water to heat up or cool down, before adjusting the heater again.
A restricted/plugged heater core can do that. Try flushing the heater core.
