The wrist part of a shirt is called a cuff. It is typically located at the end of the sleeve and can have buttons or other fastenings to adjust the fit.
The top part of a shirt is called the collar. It is the part that goes around the neck area.
Your forearm is the part of your arm between your elbow and wrist. It contains two bones called the radius and ulna, as well as muscles that allow for movement of the wrist and fingers.
That is commonly referred to as a Henley shirt. It is characterized by its collarless design and partial button-down front.

A wrist is a part of your elbow that allows for movement.
It is a noun. My wrist hurts. So it is literal.
Which part? The Top part of your arm is the brachial. Then your elbow is the Cubital. the lower arm (the part with the raidus and ulna) is the Antebrachial. Your wrist is the Carpal, your palmar comes next (its your palm), and then your Phalanges (fingers).
The forearm is the part of the upper limb between the elbow and the wrist. It contains two bones: the radius and ulna. The forearm is responsible for movements like flexion and extension of the wrist and fingers.
That's your elbow .... the inner (flex side) is also called the cubital space. (Thus a cubit [see the bible] is the distance from the inside of your elbow to the tip of your middle finger.)
