No, the New Deal didn't cause WWII.

To a very slight extent, though, the same economic problems (the Great Depression and the mismanaged efforts around the world) that prompted Roosevelt to come up with the New Deal (which was one of those mis-managed attempts) also stoked the fires of popular unrest that brought Hitler to power in Germany.
