A Provisional Government headed by Prince Georgy Lvov then came into power. Some months later Alexander Kerensky came into power taking over the Provisional Government when "Lvov resigned. In the October Revolution, Vladimir Lenin and the Bolshevik Party rose to power when they overthrew the Provisional Government.

There wasn't really a consequence. They saved themselves from losing more men and resource's. But, Stalin came into power and there was a famine and disaster in Russia.
Almost certainly it was Peter the Great; he was the first great westward-looking tsar, defeated the Swedes (a fairly major power at the time led by a military genius of sorts) on the shore of the Baltic and founded St. Petersburg as his European capital.
