They were weak from the war.
The Western powers were largely preoccupied with the reconstruction of their own economies and dealing with the aftermath of World War II. Additionally, the emergence of the Cold War shifted their focus toward containing Soviet influence rather than directly confronting aggressive actions in other regions. This strategic prioritization often led to a reluctant or delayed response to Soviet expansionism, as Western nations sought to avoid direct conflict while managing their geopolitical interests.
After World War II, Western powers were often reluctant to intervene in global conflicts due to a combination of factors, including a desire to avoid another devastating war, the complexities of Cold War geopolitics, and prioritizing economic recovery and stability. The focus shifted to containing the spread of communism rather than directly intervening in regional disputes. Additionally, the principle of national sovereignty often hindered interventionist policies, as Western nations were wary of being seen as imperialistic or overstepping their bounds. This led to a patchy response to aggression in various parts of the world.

As the result of detente, the United States and Soviet Union managed to sign several important agreements, such as the Anti-Ballistic Missile (ABM) Treaty, and to reduce spending on the arms race. They also managed to improve their ability to communicate in a crisis through the signing of agreements to improve the hotline and to ensure communication in the event of the accidental launch of a nuclear weapon. Trade and inter-state exchanges also flourished during the period. In addition, due to detente, a number of events that might have escalated into more serious conflicts were settled more amicably. For example, the killing of Soviet sailors by American bombs in May 1972 brought little protest from the Soviet media because of the upcoming Moscow Summit of 1972.

The result was Communist contries could only trade with each other unless they could sell somthing to the West for hard currency and use that money to buy somthing from the West or they could do a barter deal. In the end the Eastern Europian countries under Soviet domination had little to no access to world capitol investment their industries became obsolete and their econimies stagnated.

Uh... he was in charge of Germany, i doubt he signed one of those with his own country. He signed one with Russia (Soviet Union) because he did not want them to invade Germany because he was afraid of the Soviet Union. he was right to be afraid, because when he broke the NAP (Non Aggressive Pact), the soviet union came at him with all power and kicked his little @$$ back to Germany and took control of Berlin and ended the war
The Soviet Union used the scorched earth policy to deprive the Germans of food and ammunition. The Nazis had a long supply line and with Germany having a battle on both the eastern and western fronts, there was little food to be had. It was easier for the Soviets to pick off the starving Nazi soldiers.
