Well if you take into affect that Boadicea did bring together the British tribes to fight the Romans and was successful in the beginning of her rebellion but when the Romans started a counter attack with less then half the men her army possessed and yet her army was completely massacred suffering thousands of casualties while the Romans were relatively unscathed and then she committed suicide to avoid capture i would say she was not a very good queen.
